In March 2010, the Ministry of External and European Affairs (MEEA) and AIR LIQUIDE decided to create a
programme for hosting and supporting meritorious foreign students in France.
This forms part of the “QUAI D’ORSAY – ENTERPRISES” programme of the Ministry of External and European
Affairs and is based on a public-private partnership The specificity of this MEEA programme lies in the
creation of optimal and personalized conditions for hosting foreign students and jointly selecting candidates
with the MEEA, AIR LIQUIDE and French higher education partner institutions.
The AIR LIQUIDE-MEEA co-financed scholarship programme is aimed at students hailing from India, Côte d’Ivoire,
Madagascar, Morocco, Russia and Saudi Arabia, who are currently pursuing their studies in their countries. Only
candidates holding the nationality of one of these six countries are eligible for this programme; candidates holding
dual citizenship, if it includes French nationality, are not eligible.
For the academic year 2010-2011, 12 scholarships will be awarded.
FOR WHAT KIND OF STUDIES?
The AIR LIQUIDE-MEEA co-financed study scholarship will be awarded for one year of studies in France at the
Master 2 level or a Master of Science, in the following areas:
- Energy
- Industrial Engineering
- Engineering
- Economics/ Finance
In one of the following institutions (*):
- Ecole Centrale Paris - for students with a scientific and technical profile
hailing from India, Côte d’Ivoire, Madagascar, Russia, or Saudi Arabia
- Ecole Polytechnique Paris - for students with a scientific and technical profile
hailing from India, Madagascar, Morocco, Russia, or Saudi Arabia
- Université Paris Dauphine - for students with an Economics/ Finance profile
hailing from India or Saudi Arabia
(*) BEFORE SENDING YOUR SCHOLARSHIP APPLICATION TO THE EMBASSY, YOU MUST BE ENROLLED IN ONE OF THE PARTNER
INSTITUTIONS OF THIS PROGRAMME BY 3 MAY 2010.
The course fees and accommodation expenses, which the student has to bear, vary from institution to
institution (Cf. List of courses offered).

Reminder: Candidate’s name:
After the conclusion of the selection process, if you are selected for the co-financed AIR LIQUIDE-MEEA scholarship
programme, you will receive:
- from AIR LIQUIDE:
o A single and total scholarship of 13 000 5;
o A tutorial with AIR LIQUIDE;
o An end-of-studies internship which must mandatorily be at one of the AIR LIQUIDE organisations in
France (imperative condition);
o Career orientation support on the completion of your stay in France:
AIR LIQUIDE could offer you a career opportunity solely in your country of origin, subject to
obtaining your degree in the chosen French institution, and a recruitment recommendation sent by
the Internship Head as well as that of the Human Resource Head of the host organisation in France,
on the conclusion of your internship.
- from the Ministry of External and European Affairs, and financed by the Embassy of France in India:
o social security and medical insurance cover, which confers the status of a French Government
scholar on you, and all the advantages linked to such a status (facilitation of visa application
procedure, chance to participate in cultural activities organized by Egide, etc.);
o intensive course in French in the Alliance française network in India before your departure to
France.
You can also request for a personalized allocation of accommodation.
WHO IS ELIGIBLE?
You are eligible for this scholarship programme if:
- you hold Indian, Ivoirian, Malagasy, Moroccan, Russian or Saudi Arabian nationality;
- you are not over 30 years of age in the selection year;
- you are not already a French Government scholarship holder;
- you have reached the academic level required for the course of your choice: Master 1 (equivalent of HS
+ 4) or Master 2 (HS+5), preferably
Important remarks:
- students with dual citizenship are not eligible, if one of their nationalities is French;
- candidates applying for apprenticeship courses or refresher courses will be rejected outright;
- a command over the French language is not a prerequisite criterion but would be an advantage
during the selection procedure and one of the goals to be attained at the end of your stay in France.
It may be mandatory at your host institution;
- you should already have applied to one of the French higher education partner institutes of the
programme.
WHEN IS THE SELECTION TAKING PLACE?
- By 3rd May, 2010, which is the last date for submitting applications, you should have sent your application for
a co-financed AIR LIQUIDE-MAEE scholarship programme to the Embassy of France, in a computerized format.
You should also have applied to a French higher education institution that is a partner of this programme,
before your application submission date. Your scholarship application should include an attestation from the
chosen French institution, indicating that your application fulfils the minimum acceptance requirements for the
selected programme.

Reminder: Candidate’s name:
- From 10th May, 2010 onwards, the French higher education institution, to which you would have applied
before submitting your scholarship application, will indicate whether you have been shortlisted to the chosen
programme. If you are accepted for this programme (application sent to the French higher education
institution), and your scholarship application at the Embassy is eligible, an interview letter will be sent to you by
the Embassy of your country of origin calling you on the date of the Selection Committee Meeting for the cofinanced
AIR LIQUIDE-MEEA scholarship programme.
- Between 17th May and 4th June, 2010, a selection meeting for short-listing applicants for the co-financed AIR
LIQUIDE-MEEA scholarship programme will be held in your country of origin, under the authority of the Embassy
of France. The Selection Committee will be composed of a Representative each from the Cooperation and Cultural
Action Section (SCAC), the Trade Commission, and the AIR LIQUIDE GROUP subsidiary in your country. You will,
thereafter, be informed by the Embassy of France about the decision of the Committee on your application, which
could be shortlisted, be on the waitlist, or be rejected.
- The shortlisted applications will be sent in digitised format by the Embassies of France of the countries
concerned to the MEEA central administration latest by 8th June 2010.
- on 14th June, 2010, on the proposal of the Selection Committee in your country of origin, the final list of 12
shortlisted candidates will be drawn up in consultation with AIR LIQUIDE and the MEEA. After examining your
application, the Embassy will inform you whether it was rejected, or selected for awarding the co-financed AIR
LIQUIDE-MEEA scholarship subject to your confirmed admission at the chosen higher education institution in
France.
If you are selected, it is your responsibility to ensure that your admission in the host institution has been
completed. It is only if you have been admitted to the institution that you will be declared as an awardee of
the co-financed AIR LIQUIDE-MEEA scholarship programme.
The complete awardees’ list will be published thereafter on the websites of the Ministry of External and European
Affairs, the Embassy of France in your country of origin, and the French higher education partner institutions of
the programme.
HOW DOES THE SELECTION TAKE PLACE?
The following are the criteria taken into consideration:
- the excellence of the candidate as borne out by his/her academic record
- the quality of the professional project
- marked interest for growing in an industrial environment
- the will to contribute to the development of your zone/ country of origin
- level of proficiency in French and English
- possession of the qualities of independence, adaptability and intellectual curiosity.
In case of applicants with equal levels of merit, the programme in-charges will give preference to the candidate of
modest means.
The deliberations of the committee are not open to any form of external communication whatsoever, its decision
is final and it may not be asked to ascribe any reason for its decisions.
